After you get out of basic training, does the military allow you to choose which city you go to?

I did not get to finish the entire question but it concerns tech schools. I want to know if I live in GA and there is a tech school at Ft. Benning in GA, do I get the opportunity to go to tech school at FT. Benning or do I go where they send me?
