Can a chaplain marry me and my fiancee?

Ok so I'm leaving for fort benning tomorrow to see my fiancee graduate jump school and I wanted to know if one of the chaplains could marry us? If so does he have marraige liscens.. And if I get married in Georgia can I fill my marriage liscens in a diffrent state
